Municipal Land Use Boards

Topology serves as the Board Planner to the planning and zoning boards of the Town of Boonton, Millburn, Morristown, Rockaway Borough, and South Orange, as well as to the Zoning Board of the Township of Cranford and Conflict Planner to and Roseland. In this capacity, Topology reviews applications to the boards, including various development proposals, to ensure compliance with the municipal land use and zoning regulations and consistency with community values, vision, and policies. Our work to support municipal land use boards gives us insight into larger planning initiatives, which we leverage in more comprehensive amendments to the zoning code and planning documents. This work is critical to informing our management planning portfolios in each of the communities we serve.

Topology supports these municipal planning and zoning boards in interpretations of zoning language and the intent of policy documents that impact the scale and character of physical development. It is our priority to ensure that board members understand the intent of technical regulations and guidelines and their implications for the form and function of new development. Our guidance in the boards' consideration of development applications has shaped physical development of our client communities to fulfill the goals and objectives of the community, as defined in their planning documents.

Ordinance Drafting

Topology has drafted a plethora of zoning ordinances and ordinance amendments for its client communities, ranging from small, targeted amendments to entire zoning codes. Our team taps all available resources to ensure that ordinance amendments will have the desired impacts, are satisfactory to municipal stakeholders, and are consistent with industry best practices and the New Jersey Municipal Land Use Law. Our approach includes best practice research of similar provisions from other communities and industry research, consultation with municipal professionals and elected officials, and public outreach to educate and receive guidance from residents and stakeholders on proposed ordinances.

Municipal Planning

Topology serves as the general Municipal Planner for Boonton, Cranford, Hackensack, Livingston, Millburn, Morristown, Rockaway Borough, and South Orange. In these positions, Topology has built long-term relationships through which to advance long-term, strategic policy implementation, guiding development and policy to realize community goals and bring our client communities closer to their individual vision for the future. Whether implementing a Master Plan recommendation or preparing a new Plan altogether, Topology works collaboratively with municipal officials and the public, promoting transparency, collective learning, responsible growth, and evidence-based policy as a foundation for effective governance that remains true to policy directives from comprehensive planning documents. As municipal planners, we also regularly advise on matters of zoning and coordinate with developers to refine projects and ensure that each proposal honors the intent of the community’s zoning and prior planning efforts.
